CONSCRIPTION.
PLEA FOR EXEMPTIONS. LONDON, February 29. (Received March 1, at 12.30 p.m.) Sir John Simon, in tho House of Commons, said he believed that at Headquarters it was said that nobody would be exempted from military service. Such aii action was wasteful and uneconomic. If the War Office wanted to imitate Germany it should imitate her elli%nency, not her brutality. The Right Hon. Mr Lough said tho tribunals were more like tho old prcssgang than anything else.
