ROME, February 7. , ‘‘is Holiness the Pope recently offered tne Entente Powers to negotiate with Germany to ascertain the condition of Belgimh. The Entente. Powers expressed appreciation of the offer, but politely declined it, stating that negotiations were not desired until Germany was defeated. It is authoritatively be'lieved that Germany prompted the proposal, desiring a general discussion of peace terms, in view of her increasingly unsatisfactory position. " r
