The committee also suggest drastic taxation calculated to curtail unnecessary expenditure, and also that a greater proportion of the cost of the war be raissd by additional taxation, particularly from the wealthier portion of the community. They recommend war savings by associations, and devices for schemes to encourage thrift, but d.> not recommend lottery bonds, fearing the objection of a large 'section on the ground that the element of *hance is involved.
