Eour were refused to men of military a-e who could not give a. valid reason for wishing to leave. A ■ memorandum' fri'ni the. Liukolsecretary of Defence states that after this week it will take seven or ton davs for a permit ls to be granted, .but in cases of necessity' application can be made to Wellington' by telegraph. '
