TWO HUNDRED MILLION LOAN SOUGHT IN NEW YORK. QUESTION OF SECURITY. NEW YORK, September 14. (Received September 15, at 8.40 a.m.) The Anglo-French Financial Commission startled Wall Street by suggesting an advance loan from America of £200,000,000 solely on the security of the British and French Government's notes. American financiers had fully expected that the Allies would offer collateral security in the form of American securities now held in Europe. The Commissioners, however, told the Americans that they refused to consider such a proposal, and if the United States failed to assist the Allies the latter would send gold for everything purchased. If is probable that the Americans will agree to the Commissioners' terms, as they do not want further" gold, fearing wild speculation in America as the result of a surplusage of gold. LONDON, September 14. (Received September 15, at 9.15 a.m.) Reuter's New York correspondent reports that the Anglo-French Commission propose to borrow a billion dollars on straight Anglo-French Government bonds without collateral security, which alarms some financiers. Others, however, point out that the entire credit of the AngloFrench Governments should be sufficient guarantee. The amount of the loan is unapproached in the history of American finance. A PRACTICAL SUGGESTION. LONDON, September 14. (Received September 15, at 9.40 a.m.) The ' Manchester Guardian' agrees with Mr Lloyd George that there has been too little energy and foresight in the conduct of the war. . Parliament should be told how many men are required monthly, and an official request should then be made to those men whom the national register shows to be primarily eligible to present themselves 4 for training, beginning with young unmarried men.
