FULLER PARTICIPATION CONSIDERED. , AUSTRIA HARD PRESSED. ROME, September 10. (Received .September 11, at 11.25 a.m.) Tho Cabinet has considered the control of 103 conquered townships, the national organisation for the winter, campaign, the production of munitions, and the question of fuller participation in the war. The War Minister lias announced that fully-equipped ■winter trenclias and huts have been arranged for, and these will be fitted with stoves. The Italians have conquered 15 communes in tho Trentino. Hie populations are refuging in Italy, where they have met with a brotherly reception. Prisoners declare that Austria has exhausted her reserves, the last having been sent to Galicia, where 50,000 men were recently lost. An entiro army corps, which is needed in Galieia, has "been recalled from the Rumanian frontier. There, are four Austrian army corps on the Sei'bo-Rumanian along tho Suva,, Drina, and Danube, a, second at Barrat, and the others in Transylvania.
