It is asserted in 'Ministerial circles that resolutions to reform the House of Lords are readv, and are certain to be discussed this session. The Second Chamber will not contain anv vesticc of the hereditary principle, and the absolute veto will not be restored. The ‘ Nation ’ (Liberal) suggests t hat tne House of Commons should elect in two batches the whole or part of the Second Chamber on Proportional Representation, so as to reflect the composition of two elected Parliaments instead, of one.
