ST. KILDA COUNCIL

The fortnightly meeting of tho St. Hilda' Borough Council, held last night, was attended 'by Messrs W. Thompson (acting Mayor), Harris, Sutherland, Scurr, Dove, Allen, Hellyer, and Abbott. The"acting Mayor stated that the Mayor (Mr W. T: M’Farlane) was unable to preside over the meeting, as ho was still indisposed. —Correspondence.— The New Zealand Municipal Association advised that a conference would be held on July 14.—Mr T. K. Sidey, M.P., was appointed to represent the council at the conference. The Minister of Railways forwarded a circular in regard to the speed at which motor-driven vehicles should approach and pass over level crossings. Such vehicles were required to reduce speed when within 100 yds of a crossing to not more than 10 miles an hour, and to stop before coming into contact with the railway line. The New Zealand Architects’ Association wrote asking for a donation in connection with the visit of town planning lecturers.—The matter was referred to the Finance Committee. The Caversham Band applied for the use of the stalls used at the recent band bazaar for a carnival they intended to hold in September.—Declined. -—Reports of Committees. —

The Works, Water, and Lighting Committee recommended that Mr Marchall be informed that the council had authorised the erection of a gas lamp at the intersection of Nile street and Richardson street, and that to do away with the nuisance caused by household drainage on the street the residents would be compelled to connect with the sewer. —Letter from F. B. Hunt, complaining of the water lying at the corner Mills street and Larkworthy street; the committee >e commend that this low-lying portion of lha street be filled in with rotton rock, at an estimated cost of £9.—Letter from W. V. Kingston and others, asking the council to form a permanent footpath in Victoria road past their residences; the committee recommended that this matter receive consideration later on.—The inspector had been authorised to have a track formed on the south side of Alfred street with the spoil from Eskvale street.—-The committee had interviewed the engineer (Mr Couston) with reference to his recommendation to stop the work during the winter months; also with reference to the streets to be gone on with in connection with the second allocation of loan money. —Asphalting of Begg street and Queen’s avenue footpaths; the committee recommended that J. J. Jones’s tender for £174 13s, crossings 4s 6d per square yard, be. accepted.—The committee have instructed the inspector to have screenings put on the footpath in Council street on the north side for the first two blocks. —The report was adopted. The Finance Committee reported the state of the various accounts to be as follows :—Bank balances —District fund account, dr. £4,315 4s 8d; special loan account No. 2, cr. £338 11s 7d; special loan account No. 3, cr. £3,866 14s; drainage and sewerage account, cr. £159 8s lid. The Fire Brigade Committee recommended that a valve cut-off for the hydrant be purchased to make it complete. Instructions had been given to have the fire plug at the intersection of Market street and Queen’s Drive raised.— Adopted. —Allocation of Loan Money.—The following were' Mr Couston s recommendations " regarding the second allocation of loan money ; —(1) That the kerhing and' channelling of Grove street, Royal Crescent, Onslow street, Albert street, Kennedy street. Moreau street. Bridgman street. Hardy street, and Cutten street he carried out next season, and that plans be now prepared for same and levels arranged with the Drainage Board in readiness for an early start in the spring (the length of channel is 291 chains, estimated cost of £1,750); (2) that the formation of Roval Crescent, Ferguson street, Bowen street, Quarry street, Gourley street, Alfred street, and Auld street, also the boxing of Moreau street, Bridgman street, Hardy street, and Cutten street be carried "out with material l from Tahuna quarrv, and that contract plans bo got ready" for these works and levels arranged with" the Drainage Board (the amount, allocated for formation of unformed streets at Musselburgh is £1,150, and for boxing of the other four streets the amount allocated is £386 3s); (3) that the work of footpath construction follow on the kerhing in Grove street. Royal Crescent, Onslow street, Albert street, Kennedy street, Moreau street, Bridgman street. Hardy street, and Cutten street, at an estimated cost of £1,030, and that the footpaths also be asphalted or formed as is allocated in New street, Grey street, Ferguson street, Bowen street, Quarry street, Gourley street, Alfred street, and Auld street, at an estimated cost of £500; (4) that the work of metalling be proceeded with as soon as the footpath formation is completed, in each street, and that, in addition to those streets which were allocated for in last schedule, the following be provided for —Grove street, Royal Crescent, New street. Grey street. lerguson street, Bowen street, Quarry street, Gourley street, Alfred street, Auld street, Onslow street, Albert street, Moreau street. Bridgman street, Hardy street and Cutten street, amount £1,500; (5) that a contract bo prepared for extension of water supple, at an estimated cost of £925. These various items amount to £7.255, but it is almost certain that where provision has been made for kerhing and asphalting the two sides of several streets it will only be possible to carry out one side this season, till the Drainage Board have constructed the storm water conduits, so that it is not believed a greater amount than £5,000 will be actually expended during the season. The committee had stated that they were very pronounced in their views that every effort should be made to keeo the work of kerbing and asphalting going through the winter months. He had deferred to their wishes so fsyr as the completion of the Eskvale street kerbim'. Forbury road, and Coughtrey street ‘asphalt, and Bowen street asphalt" are concerned. At the termination of these works be was to have the power to suspend work for the winter if weather conditions were unfavorable. — On the motion of Cr Dove it was decided that' the attention of the engineer be directed to the fact that footpaths were not necessary on the sid.es of Hardy and Miller streets next to the park.
