The second reading of the Indian Grievances Bill was carried in the Assembly to day by 60 votes to 24. It provides for a free passage for those who are willing to return to India and forgo their residence in South Africa. Mr Leuchars feared that the African natives would regard the concessions to the Indians as a’ sign of weakness, and they ■ were likely to follow the Indians’ precedent with regard to taxes. The Natal members, demanded that a referendum be taken before the Bill was nroceeded with, while the Laborites urged repatriation and compensation. General Botha said that the Government would do their utmost, to get Natal out of the mire, and would go a long way to obtain repatriation.
