(Received April 30, at 8.50 a.m.) The Minister of Foreign Affairs (Horr Von Jagow), addressing the Budget Committee in the Reichstag, admitted an undercurrent of strained feeling between Russia and Germany. Both Governments, however, hoped to preserve their old friendly relatione. He denied that there were any Anglo-German negotiations respecting the Cape-Cairo Railway.
