TO THE EDITOR. Sir,—The searchlight of criticism that has been focassed on these of late has certainly revealed much weakness in the methods of administration, and if the estimated profits are to be earned or exceeded, it is imperative that some change should be made. While giving all honor to the members and chairman of the various committees, it cannot be expected that thev can either give the time, or bring to "bear that expert knowledge that is so essential to success in any business enterprise. Then, again, every election brings the possibility of a complete change in the personnel of the committee, and the new committee lose much valuable time and money in finding out how matters stand. Beyond this there is practically no one upon whom final responsibility may be laid. The expert advises the committee, the committee instruct the expert, and so we go on. Pondering the position seriously, one must admit that ex-Council-lor Sbacklock deserves credit for boldly outlining a system of control by responsible managers. The council could dictate their policy, the managers, or commissioners, would have to carry it out, and shew the best results. The time is ripe for some change, and I trust Mr Shacklock will be given the opportunity oi taking steps to put his idea into practice. —I am, etc.. Business Max. April 27.
