WHAT IS "REFORMATIVE" TREATMENT?
TO THE EDITOR. Sir, —The case of the young man sentenced en Friday for embezzlement makes one curious as to the actual effect of the term " reformative treatment." Does it mean that the offender may, at the discretion of the authorities, be kept a prisoner for three years ? If so, considering the -smallness of the sum involved (about £9O), which the prosecutors will be recouped, the punishment seems out of all proportion to the. offence. Why, in many cases where tens of thousands of pounds have been misappropriated, and scores of victims have been robbed of their all, tho culprits have been treated with far greater leniencv.—l am, etc., M.
