OTTAWA, August 20. A letter from Commander Roper to the Hon. Mr Lemieux, a member of the Lauri-er Ministry, is published. It deals with the ex-Minister's parliamentary statements _ regarding Commander Roper's report, in which the plans of the Laurier Administration were criticised. Commandsr Roper says he has no doubt that Mr Lemieux deliberately sought to misrepresent him. and lie regrets that Mr Lemieux's charge that the report wasy concocted and made with the object of getting his salarv increased was made under the shelter of parliamentary privilege, as he is thereby prevented from taking the proper course to vindicate himself. , Mr Lemieux lias not replied,
