(Received May 3, at 8.5 a.m.) At the Peace Congress, now being held here, Senator Fairbanks affirmed that the United States was morally' bound to admitthe ships of other nations into the Panama Canal on the same berms as her own.When the Hay-Pauncefote Treaty was be-, fore the Senate in 1901 the right of the United States to discriminate against other nations was fully, considered, and the question was decided in .the negative. Air Carnegie said there would never be any desire among other nations to attack the_ United States if they treated other nations with justice and friendliness. No armed nation dared invade the United The British authorities might think it possible for 170,000 men to land on the shores of Great Britain in three weeks, but the United States was able to cope with seven times that number.
