The Bill enables the Minister of Mines to control distribution. The ‘ Pall Mall Gazette ’ states that tlie Legations in London have received a copy of the ultimatum, which will bo submitted to the Powers before it is sent to Turkey. It demands the autonomy of Macedonia, Albania, Old Servia, and Crete. Speaking at Dumfries, Colonel Seely (Minister of War) said the Territorials numbered 265,497 officers and men, or 84 per cent, of the establishment. Some authorities favored compulsion, but ho hoped to see universal service by consent. TOKIO, October 5. The Government have abandoned the increase of troops in Korea, owing to the opposition, both within and without tho Cabinet, on the ground of expense.
