TO THE EDITOR. Sir,—Will the dog be banished from our cities? It is difficult to say; but reform is urgently needed, and oil two grounds at least Cr Todd's reference to the question at the last meeting of the City Council was, lo say the least, not premature. The present laxity in regulating the keeping of clogs within city areas is a serious menace to health. It needs no scientist to inform even the ordinary observer of the habits of the dog just let'off the chain. The. wonder is that the guardians of our public health fail to realise the danyr due to the dog's natural yet insanitary habits. But another and more apparent danger existe. .Almost every day an accident occurs to pedestrian, cyclist, motorist, or driver of other vehicles. Quite, recently a well-known citizen met with a serious accident through several stray dons running in front of his motor cycle, an.l he was riding slowly. I have heard, too, of at least one tramway servant being bitten by a dog which was chasing a car But why multiply examples? If Ihe polite of the City are not permitted to enforce the City's by-laws (and these are fairly stringent), I would suggest to the City Council the following plan : —Engage some person to take charge of all dogs not under the control of someone. Let the dogs be destroyed, unit's* a heavy tine is paid, the second arrest to permit of no crption in the way of a tin". Were this official to receive a bom.; for every "arrest,'' the nuisance would soon abate. And with a much heavier dog tin a.very nr-efnl weeding-out process would Ik instituted.—T am, etc.. Alpha.
