OTTAWA, August 22. Ministers are preparing for the opening of the parliamentary session. , The outstanding features of the Government programme will be the naval policy, the redistribution of seats on the basis of the census returns, and the alteration of the tariff according to the present needs of the Dominion. The Government hope to be able to introduce an Australian Reciprocity Bill if Mr Foster's proposed mission to Australia is successful.
THE NAVY AND POLITICS.

An influential memorial to Mr Borden and Sir Wilfrid Laurier is being prepared in Toronto urging the removal of the naval defence question from party politics. It asks both parties to confer, and to declare a permanent policy in such a form as to secure general adhesion. The memorial adds that if international relations indicate the existence of an urgent situation, then Canada should give immediate evidence of its responsibilities in a notable and adequate manner. Canada's motive is not to render acute the tension between Great Britain and any Power, but to show her practical belief that an effective navy implies the preservation of the world's peace, and demonstrates the strength of the overseas resources.
