'The Times' publishes a forecast of the Ulstermen meeting to be held in Belfast on September 28. It states that they will enter into a solemn covenant not to acknowledge tho Irish Parliament, nor to obey its laws or pay taxes. It is expected that the covenanters will number half a million. There is also reason to believe that the leaders will announce a draft constitution which they will set up contingent on the passing of the Home Rule Bill. 'The Times' adds that the stories of an armed rising current in Liberal circles are untrue.
