SOME PROMOTIONS. Mr A. J. Talbot, who has been acting oflicer-in-charge at Dunedin on several occasions, has received well-deserved promotion to tho position of ofhecr-in-charge of telegraphs at Christchurch, vice Mr B. N. Martin, retired on pension. Mr Talbot, who has been directly concerned with tho Pacific cable, has proved a most capable and obliging officer, and we are sure wo express the views of the mercantile community in congratulating him on his substantial promotion. Jlr A. W. Oxley, senior check clerk ia this City, is also under orders of transference to Invercargill in succession to Mr J. L. Bush, officer-in-cliarge at Invercargill, who is retiring on pension. Mr Charles Whelan, who during the past three years has occupied the pos.ition of postmaster at Goro (says the 'Mataura Ensign), lus received notice of his transfer to the chief postmarrtorship at Blenht-im. for which place he leaves in the eourr-o of this week. Mr Whelan has 37 years' record in the Post and Telegraphi eervice.
