(Received February 1, at 11.20 a.m.) Captain Ben:ier, the Canadian Government Arctic explorer, says that Canadian Northland bad been labelled with American names by Admiral Peary, who gave, names to Arctic areas where be had never even been. Captain Bornier urges the Government to rename these areas. SAN FRANCISCO, January 31. Tho United States Government will be n«kod to refuse to allow the establishment of a colony of Japanese ui Lower California for fishery purposes. The proposal, as reported, is to give the Japanese a fishing monopoly of 5,000.000 acres of land in Mexican Territory. The Monroe. Doctrine, will be invoked if necessary in opposing the scheme.
