There have been 32 bomb outrages at Mukden ir fv« days, and a reign of terror prevails. Revolutionary suspects are arrested nightly find executed. The last batch of victims included the president of the Municipal Council and two respected members of the Progressive Society The Chinese, terror-stricken, are appealing to Japan for protection, and the Japanese Legation here fears that action will become necessarv.
The Japaiii:sj fleet has arrived at Port Arthur for winter manoeuvres. It is believed thai the real object is to watch the revolutionary cruisers and transports at Cliefoo.
