Tho latest sensation is that Dr Sun Yat Son has issued a remarkable Note to the Powers, in which ho stigmatises the Prime Minister I Yuan Shih Kai) as the champion of the Manchus. Wu Teng Pang has telegraphed demanding the consummation of the abdication, otherwise hostilities will be resumed today. Preparations are being made to lead the Wuchang revolutionaries northwards, butYuan Shih Kai is endeavoring to secure an extension of the armistice. Seven thou-and of his troops have readied Peking, thereby relieving the fears of the Manchus. Tieh Liang has fled to Tientsin.
