THE FINANCIAL TEST. Press Association—By Telegraph—Copyright. PARIS, October 3. Tire ‘ Excelsior ’ newspaper states that the German Foreign Minirier (Herr Von Kider-len-Wacchter) extracted from M. Carabon, the French Ambassador at Berlin, a promise that the French hanks would assist the Herman kinks in their financial settlement at Hie end of September, and accordingly that various banking houses sent £11.000,000 to Berlin. The absence of the money from Park k causing some uneasiness.
