(Received August 3, at 8.5 a.m.), Tho slow progress of the negotiations is causing impatience both in Paris and Berlin, where the prospect of protracted discussions inspires apprehension. The Paris ' Temps ’ urges the Government to propose a European conference on the Morocco question, as it is well known that Germany desires to abolish the Algeciras Act. CORRESPONDENTS EXPELLED.
