Ho declares that the country was momentarily stunned at tho unexpected realisation of almost half tho century's aspiration for freer access to American markets, but a deeper reading of tho compact has revealed its revolutionary character. The agitation against it which has now set in ia of surprising vigor and volume, and is making amazing headway throughout the country.
