(Received February 24, at 8.5 a.m.) Strong opposition is developing in Washington over the Japanese commercial treaty. The Senate debated it hotly, and consequently the treaty was not ratified to-day, as was expected. The abolition of the immigration restrictions are opposed bv the Western Senators.
