(Received December 8, at 1.35 p.m.) Speaking at Wrexham, Mr Balfour s.iid that Tariir Reform was not side-tracked, but by the Referendum the Unionists were making.their policy more certain and permanent thai: they could by any other method. Referring to the Navy, he implored the Government, if they were responsible for the next Estimates, to do their utmost to restore their old and undoubted supremacy of Great Britain on the high seas. He promised them his hearty support in doing so. Ho feared that unless the Government seriously considered the question of Colonial Preference the great self-governing aud Oversea Dominions would in a few years declare that they mast treat the Motherland as they treated others, and must consider her as not more necessary to them in their commercial interests than countries such as Germany and France. He asked Freetraders, as practical men, if they disliked the solution of the existing difficulties and dangers now proposed by the- Unionists, to suggest some other. However the election ended, it was perfectly clear that the Radical party would not be sufficiently strong to carry their own policy and be indiu'erent to their allies' demands. Before long the electorates would again be asked whether they would place their destinies .iu the bauds of a homogeneous pari v who knew their own mind and having a policy of their own.
