‘ The Times’s ’ St. Petersburg correspondent reports that parliamentary circles are perturbed owing to the Czars audience with M. Gnehkoff (President of the Duma), wherein the Czar spoke of the slow work of the Reichstag. Ho stated that he had no complaint against the German Legislature, and therefore he saw no cause for finding fault with the Council of the Empire. The Czar made equally short replies to M. Guchkoff’s complaints regarding naval reforms, the Russian universities, and Finland.
