(Received November 3, at 8.5 a.m. General Otis and Mr Harry Chanler, of tho destroyed ‘Times’ building at Los Angeles, who were arrested on an allegation of criminal libel directed by them against tho labor unions in connection with tho cause of the recent explosion, have been released on bail.
