(Received March 15, at, 8.40 a.m.) Lord Middleton, on behalf of the Moderates, proposed to hold a conference with the Progressives with the object of ridding the London County Council of party government. The Progressives have declined to hold a conference, and the Moderates consequently decided to select all the ten aldermen. [The- aldermen are elected by the councillors, and as the Moderates aTe in a majority of two they can elect aldermen of their own party color and secivro a working majority of the Council.]
