Sir Edward Grey, in answer to questions in the House of Commons, said that the recent debate on Congo affairs showed that Great Britain was watching for the promised reforms inan attitude of suspenseand benevolent expectancy, in the hope of their recognition. The annexation of portion of the Congo by Great Britain, as arranged prior to the death of King Leopold, was dependent upon definite guarantees that the now Belgian policy would living about a definite change, and upon Great Britain receiving satisfactory reports from her consuls. ‘ ' - NOT A MINISTERIAL UTTERANCE. LONDON, March 12. Reuter explains that, the remarks attributed to the Minister of Justice in a recent cable were made by M. Vandervelde, who said ho hoped that the Crown revenues would be applied for the benefit of the Congo natives.
