SUBSIDISED LABOR. Press Association—By Telegraph—Copyright, NEWYOMC, October 8. Speaking at San Francisco, President Taft urged the use of shipping subsidies to meet the difference in the cost of construction, labor, and maintenance, as compared with other countries. He said that high prices for food were due to land exhaustion, and suggested irrigation by means- of private capital with Government aid.
