September 14, at 8.20 a.m.) Hie Daily Mails’ New York correspondent reports that British importers are suffering from the ruthless acts of American Custom-house appraisers since the Tariff Act came into force. Values on invoices arc often arbitrarily increased 40 per cent., and the importer's only remedy is the lavcourts. A BOARD OP AUTHORITY.
