WHY SCOTLAND WANTS HOME RULE.
Sir Henry Craik, the Scottish educationist, complains that Scottish affairs, notably education, are not receiving their proper sha.-a of attention from the lmiwial Parliament. In a letter to ' The Times' he says: The only opportunity of discussing in the House the details of the most importint Scottish educational measure since the Act of 1872 is confined to a single sitting, exteod- ' ing probably to those early hours of the morning wlisn careful consideration is impossible.
