Colonel Seely, Under-Secretary for the Colonies, in a speech at Bradford, said that it was impossible to have a bit of Freetrade and a bit of Tariff Reform mixed together and then to call it Fiscal Reform. The issue at the next General Election would be Freetrade, upon which there could bo no compromise against Protection.
