TORPEDO SECRETS.

It became known today that the Government suspect an elaborate plot by the Japanese to discover the workings of the New Davis torpedo, which recently proved a great success in the tests at the navy vard. The appearance there of Chief Wilkie, of the United States Secret Service, is believed to have significant bearing on the case. It is reported that a white woman well known in Washington, where she moves in diplomatic circles, is said to be working with the Japanese, and she is said to be under surveillance here at present. The woman appeared in Washington at the time of the Japanese riots in California, and has been there since that time. THE AMERICAN FLEET. Press Association—By Telegraph—Copyright.. 4J .
