NEW YORK INSURANCE. CHARGES OF FORGERY AND CONSPIRACY. An agent of the Now York Life Insurance Company was arrested on April 30 on a charge of forgery, and throe of the campaign managers of the International Policy Holders’ Committee were taken into custody on a charge of conspiracy, Jacobs Frank, the insurance agent, has confessed to having forged, or caused to be forged, at least 150 ballots. oast on behalf of the administration ticket of the New York Life Company. The arrests of the officials of the Policy Holders’ Committee were based on information given by three young women employed as clerks at the Committee’s offices. They say they were instructed to tamper with the ballots, imitating as closely as possible the handwriting of policy holders. Committee, who, it is said, destroyed thousands of ballots which should have been delivered at tho offices of the New York Life Company, but which, through some error on flip fuirt of the Post Offioo officials, fell into the hands of the Committee.
