NEW YORK. January 9.
The Governor of California (Mr Pardee), in his Message to tho State Legislature, which is now in session, says that President Roosevelt, with others in the eastern parts of the country, has failed to understand the racial differences between the Japanese and Chinese on tho one hand ;md the -whites on tVic other. Ho that the Japanese cannot make good American citizens, and adds that until the courts decide otherwise California will reserve the right and privilege to conduct under the State, national, and treaty law its schools in the manner which it deems best, and this without the slightest disrespect to the national Government or to foreigners. TA test case is to be heard by tho United States Circuit Court, before whom the San Francisco Board of Education have been cited to show cause why a certain Japanese pupil should not be reinstated at the Pacific Heights Grammar School.]
