],ast night the Mornington Borough Coun- ! til held their first monthly meeting of the year. There weir present—Crs Hope "(deputy-mayor), Nicol. Henderson, Millar, M'Cartby, Bill, Clark, and Dickson. Titer© was no inward correspondence. —Reports.— The Finance Committee reported the state of the accounts as follows: —District, fund account, dr., £1,844 19s 5d ; tramway account, dr.. £7,322 Os 9d. The Committee recommended tliat the following account!* be passed for payment : —Tramway revenue account, £453 19s 3d; district "fund account. £124 18s 9d; total, £578 18s.— Adopted. Tlie Town Clerk reported that during the month the workmen had been employed grubbing and weeding in the most needful places. The streets in Bclleknowes bad all been attended to; part of Clyde street had been done, and the other portion was to be attended to shortly. The t'tones lying in View street had "been removed. — Adopted. The General dealing with correspondence, building perniits, and some complaints regarding the contractor, was adopted. The Acting Manager reported on the borough tramways for December. All three lines had worked well and satisfactorily for the month, and worked through the holidays without- a hitch of any kind. Maryhill line: It'had been found necessary to replace some broken rails on this line during the month. Water: As the supply through the new pipe was cut off every dVv from 8 a.ru. to 5 p.m., except from twelve o'clock on Saturdays till 8 o'clock on Monday morning, the acting-manager h;ul still to keep the old pump going from 8 a.m. till 5 p.m. every day, except Simday and Saturday afternoons. He understood the reason the supply was cut off to be that the reservoir was very low just now.—Adopted The Works Committee referred to the Council the following letters:—From Mr H. J. Matthews, claiming £545 compensation for .land dedicated to widen Hawthorne road. From Downic Stewart and Payne, on behalf of the Presbyterian Church Board! asking that a resolution be pawed

that section 117 of the Publio Works Act shall not apply to the portion of Eglinton road between the Main South road and the cemetery. Tho Committee recommended that the streets in Windlo Settlement be now taken over in accordance with the agreement. —Adopted. The letter from Messrs- Downie Stewart andPayno csdled forth a long and desultory discussion, and finally tho letter was simply received. —General.— Tho deputy-mayor (Cr Hope) was .repainted as tho delegate from the Council to attend tho Conference to be held on January 16 to fix tho day for the weekly half-holiday in the combined district of Dunediu. The delegate was instructed to vote in favor of Saturday. Cr Birt brought up the question of appointing a permanent tramway manager.— On the motion of Cr Dictewn, it was resolved that the Committee take into consideration the appointment of a permanent manager and report,, thereon. —Notices of Motion.— Or Henderson moved—" That the motion passed at the special meeting of the Council held on the 18th December bo rescinded—namely : ' That all the streets mentioned in Mr Ban's report bo put on tho voting papers.'"—Carried. Cr Clarke moved passed at tho special meeting of the Council held on the 18th December be ieseinded—namely: ' That a poll of tho ratepayers be taken for permission to borrow i£14,000 for the reticulation of the borough of Mornington with water.' " —Carried. Cr Nicol received permission to withdraw his notice of motion as follows:-—"That the ex-mayor, now Cr Henderson, also Cr Hope, chairman of the Works Committee, give a full account to this Council of all money received by Mr Leader from the Government without further delay for services rendered in connection with tho Windle street formation ; and was it upon this authority he was given power to receive said money, as Conned never authorised same to bo done, he being in receipt of his usual salary—namely, £3 per week. That being so, this Council now make demand nu Mr Loader at once to refund all money received by him for said services in respect to above matter." SPECIAL MEETING. As soon as tho ordinary business had been dealt with a special meeting was held to discuss the question of water supply. Cr Clarko moved—" That a special waterworks loan of £14,000 be raised by the Council for and in connection with the construction and acquisition of waterworks for the borough of Mornington, and the supply of water to the inhabitants thereof ; that a sinking fund bo created equal to i per cent, on the loan during the currency thereof; that for the purpose of providing the interest on loan and sinking fund, a special rate of 6d in the £ be levied npon the annual rateable value: that tho security be tho siid waterworks about to bo produced by said sriccml water rate and the general levenue of tho borough ; that tlie loan he repayable at the expiration of twenty-one year's: that tlie interest does not exceed 4Jj| per cent, per annum ; that the cost of raishur the lam'and first year's interest during tho construction of the works be paid out of loan ; that tho necessary steps be taken to obtain the consent of the ratepayers, and that the town clerk bo authorised and directed to pnblish the notices in connection therewith, and that all other necessary proceedings be taken in connection therewith." Cr Dickson, in standing the motion, said, with regard to the sum mentioned (£14.000), ho thought it would be wisij for them to borrow £15,000. Judtring from the fact that estimate- given in tlie past usually fell short, lie thought it would be wise to err en the safe sido.

This proposal was-- agreed to, and the loan amended to £15,000. The motion with this amendment was then put to the meeting, and carried unanimously.
