Reuters Sahaughai correspondent’s report —that, according to the native papers,"the Chinese navv reorganisation scheme, at a cost of 20,000,000 taels, besides 8,000,000 taels [the message received in this office said pounds sterling.—Ed. K.S.] of an annual grant, has been postponed indefinitely. the provincial Viceroys protesting that'tbey were unable to raise the money—was referred to the Chinese Commissioner, Hwang Hou Cheng, who is now here. That gentleman said that it was quite true tie provincial Viceroys were not at present m a position to raise large sinus of money, but the Chinese Government Imped to bo able to proceed with the naval reorganisation scheme at a later date.
