The Dominion Trades and Labor Congress, now sitting at Victoria, resolved to establish a Canadian Labor party, which will be independent of all existing political parties. SOCIALISTS DEFEATED. OTTAWA, September 24. (Received September 25, at 7.23 a.m.) The Socialist members tried to capture the domination of the Trades and Labor Congress, but were defeated by an overwhelming majority. The programme of the Congress includes free compulsory education, an eight-hour day, voluntary arbitration in labor disputes, and a minimum living wage. A BIG LOCK-OUT. LONDON, September 24. (Received September 25, at 8.44 a.m.) Thirty thousand workers have been locked out by the textile manufacturers at Verviers (Belgium). \
