A MILLION LOAN REQUIRED. THE LAND POLICY". [Fbom Ocb Pabltambntaby Eepobtbb.] WELLINGTON, Angnst 27. The feature of the Financial Statement will undoubtedly be the Land policy. The proposals to b<; submitted will be such as to leave no doubt in the mind of the country or of Hie House as to the intentions of the Government. They will probably give rise to one of the liveliest debates heard in Parliament for many years, and (if lobby rumor is to be credited) more than one member who was returned as a supporter of the Seddon Administration is likely to cross the floor. Ministers will put before the House a clear-cut issue on radical lines, and will stand or fall by their Land policy. Once it is elaborated there will be no withdrawal, even should an appeal to the country be forced, which, however, is improbable. I see no reason to depart from my forecast of last week that authority to raise a million loan will be asked, and that no alteration in the Customs Tariff will be proposed.
