PARIS, July 13. The Court of Cassation have decided that Captain Dreyfus, who, in December, 1894, was found guilty of supplying confidential documents to foreign Powers, is innocent, and have quashed the judgment of " Guilty " given by the Rennea court-martial in 1893 on the ground that it was erroneous and unjustified. The Court have decided that no fresh trial is necessary. The Government intend to promote Captain Dreyfus to the rank of major and to make him a Chevalier of the Legion of Honor, while Colonel Picquart will be raised to the rank of brigadier-general.

M. Etienne (Minister for War) introduced into the Chamber of Deputies, amidst loud cheering, Bills reinstating Captain Dreyfus and Colonel Picquart to their former rank in the armv.

The Senate, by a large majority, Toted money for the erection in rts gallery of bnfjts of Senators Trarieux, Scbeurer, and Kestner, who first favored Dreyfus's innocence, and were witnesses in his favor at his various trials.

[Following the verdict of the Rennes court-martial and the President's pardon of Dreyfus of a crime of which he was innocent, the friends of the accused (foremost among whom was M. Mathew, Dreyfus's brother-in-law) instituted a campaign for his complete rehabilitation. The then Minister of Justice appointed a Special Commission, who decided that the Rennes verdict should be submitted to the Court of Cassation. The Criminal Chamber of the latter ordered a further inquiry, as a result of which the three Chambers of the Court have now met in solemn audience and quashed—as Colonel Picquart predicted they would—the verdict at Rennes. Colonel Picquart anticipated that" the Court would refer Dreyfus to a further courtmartial, but tTfis course the Judges have decided to be wholly unnecessary.]
