UNIVERSAL SUFFRAGE GRANTED. fress Anoziation—By Telesrraph— LONDON, November 3. (Received November 4, at 8.42 a.m.) Heater's Agency reports that the Emperor Josef has decided" to grunt Austria the right of universal suffrage. He does this partly to appease tho Socialists and partly to impress the Hungarians with the prospect of a similar extension to Hungary, in wliich event. Hungarian nationality will he paralysed.
