DOVER TO BE FORTIFIED. Press Association—By Telegraph—Qipynght. LONDON, October 1. The London ‘ Oberrver' states that the Admiralty has deddsd to make Dover a firat dta naval hose, with a foatrera complrtriy protected from torpedo attacks. When the base is completed the reserve divisions now stationed at C3eotham and Portsmouth will ho permanently tnatend to Dover.
