(Received August 17, at 9-0 a.m.) The text of General Trotha’s proclamation, which was recently repealed owing to the indignation aroused in Berlin, shows that he styles himself “ the great general of a mighty Emperor.” His latest indiscretion in. ascribing the Hereros’ renewed activity to Count Von Billow's repeal of tie proclamation is considered to moke him absolutely impossible in the eyes of the authorities.
