The censure laws which cripple the Russian Press have recently been made more ridiculous than ever. Even advertisements must every one pass the censor. The authorities have now decided that an advertisement must bo sanctioned by the police officer of the district in which the would-be advertiser resides. It must be a very keen advertiser indeed who will spend an hoar of two in the poisonous holes which serve as district polio© offices, even in wealthy Moecow>, waiting his turn to get the magic stamp imprinted, for a consideration, on the announcement of a canary bird for sale or exchange!
