The authorities have now decided that an advertisement must bo sanctioned by the police officer of the district in which the would-be advertiser resides. It must be a very keen advertiser indeed who will spend an hoar of two in the poisonous holes which serve as district polio© offices, even in wealthy Moecow>, waiting his turn to get the magic stamp imprinted, for a consideration, on the announcement of a canary bird for sale or exchange!
