The German Press recommend an International Conference, similar to that held in Madrid in 1880, to settle the Morocco question. The ' ijorddrntsche Zeitung' declares that the claim of Franco to act as a EnTopcan mandatory is inadmissible. Germany did not gfare a mandate. NO SYMPATHY. LONDON, April 6(Received April 7, at 8.39 a.m.) The Italian Press are not sympathetic with the Kaiser's policy in Morocco.
