SIR R. HART'S PROPOSALS. Press Association—By Telegraph—-Copyri°-ht. LONDON, April 4. Sir Robert Hart, in his scheme for the financial reform of China, proposes to raise revenue to the extent of £53,333,333 by means of a uniform' land tas of 2s 6d per acre on all cultivated land. In addition to providing a standing army of half a million, he will strengthen tie fleet and the Civil Service, the latter receiving £21,333,333.
