AN ENGLISH LOAN. Press Association—By Telegraph—Copyright. LONDON, October 26. The ' Standard' states that murchauts in London and Manchester offered Morocco a loan of two millions. The Sultan thereupon expressed a hope that France would not tighten her hold on Morocco. Lord Lansdowne is unwilling to accept the responsibility of an English loan, wislting to assist Prance's polity of a pacific penetration of the country. He is inviting France to join in the loan.
